HOME HEATING FINANCIAL ASSISTANCE AVAILABLE

AssistanceFor moderate to low-income homeowners, various forms to government and private sector financial assistance are available to help you with your heating bills this winter.


1. Low-Income Home Energy Assistance Program, (LIHEAP): Both the income eligibility criteria and the dollar amount for regular and emergency assistance have been increased for the 2008-09 heating season.

Level of Financial Assistance: A primary basic grant of $800 plus an emergency grant of an additional $800 is available for all eligible applicants.

Application Process: A client application to the Nassau or Suffolk County Departments of Social Services may be found at www.otda.state.ny.us/main/heap or by calling (516) 227-7607 in Nassau or (631) 853-8825 in Suffolk. Applications will be available at any time after November 3rd, 2008.



2. Middle Income Home Energy Assistance Program (MI-HEAP): Available to Suffolk County residents only, this program expands the eligibility criteria to 135% of the federal and N.Y. state LIHEAP eligibility level, as shown below:

Level of financial assistance: A single, one-time grant of $500 is available for the first 1,000 applications filed and processed between November 3 and December 31, 2008. Applications may be found at: www.suffolkcountyny.gov/departments/socialservices.aspx or by calling (631) 854-2368. Completed applications and documentation must be mailed to:

3. Project Warmth: A division of the L.I. United Way Project Warmth is a non-profit charitable organization which receives its funding from individual and corporate contributions. The Oil Heat Comfort Corp. is a financial supporter of this organization. Income eligibility guidelines generally follow those in the state LIHEAP program.

Direct grants will be available after November 30 in the amount of $300-500 for eligible homeowners.

4. NYSERDA Heating System Clean and Tune Program: This state funded program is offered to any LIHEAP eligible homeowner through a fuel company which is an approved participant in the LIHEAP fuel program.

Basic Clean and Tune Program: Funding is available to cover the cost of a residential heating system cleaning and tune-up. Additional funds are also available for justifiable repairs or minor parts replacement.

Heating Systems Requiring Extensive Repairs or Replacement: If either during the course of a Basic Clean and Tune service, or as a result of a system shut-down/failure, the heating system is found to be either inoperable or presents a health and safety hazard which cannot be corrected through a minor repair or replacement, the heating oil company or HEAP recipient (customer) may contact be appropriate County Dept. or Social Services and apply for assistance under the Emergency Heating Equipment Repair and Replacement component of the LIHEAP funding which each county receives. HEAP client phone numbers are shown under Item #1.




5. L.I. Power Authority: Residential Energy Affordability Partnership (LIPA-REAP):
One of the easiest ways to lower your home energy costs is to reduce your consumption through increased energy conservation. If you meet the income eligibility guidelines, the LIPA-REAP program will provide a no-cost, complete energy audit of your home and provide needed assistance to make your home more energy efficient.

6. Community Development Corporation (CDC): Assisted Home Performance Program: This energy conservation program provides additional support to help lower your home's energy costs. Assisted Home Performance will cover up to 50% of the costs associated with the energy efficiency improvements up to a maximum of $5,000.

Some of the possible services include:
  • Heating Systems (Repair or replacement)
  • Water Heaters (Repair or replacement)
  • Insulation in Attic, Sidewalls, Basement
  • Replacement Windows and Doors
  • Appliance Upgrades
